The general protocol is to identify key contact numbers during system installs.  The tiered approach provides a good understanding of who to call and how to call.  Depending upon the alarm situation, monitoring staff take on appropriate responsibility to determine whether authorities need to be contacted directly or whether the customer needs to be contacted to obtain further information.  The Central Monitoring station has redundant servers and systems including automated backup generators which ascertain that the facility is live.
